All three delivery units had problems with delayed mail, package scanning, Arrow Key security, Voyager Card transactions, and property conditions. Additional analysis found that while the Florida-3 District was meeting its service performance targets for most mail within the district, it did not meet targets for mail moving into and out of most of the district.
